The TeamBloomberg’s External Relations team leads the company’s global engagement with government bodies, financial regulators, and public institutions on policy matters that shape the future of financial markets and impact Bloomberg’s products and clients. We operate at the intersection of regulation, technology, and capital markets—offering strategic guidance, regulatory insight, and policy leadership. Our team works cross-functionally with Bloomberg’s Legal & Compliance, Product, Communications, and Corporate Affairs teams to ensure alignment between public policy priorities and the company’s long-term business goals.
What's the role?
We are looking for a Government & Regulatory Affairs Specialist to represent Bloomberg in Japan and deepen our engagement with the Japanese Financial Services Agency (FSA) and other key regulatory bodies. This Tokyo-based role is ideal for a capital markets regulation expert with a deep understanding of Japan’s regulatory architecture, a high degree of cultural fluency, and the ability to navigate Japan’s consensus-driven institutional environment. You must have proven experience in navigating complex policy environments and building trust and credibility with senior-level stakeholders across government, industry, and associations.As a trusted policy advisor both internally and externally, you will provide Bloomberg with forward-looking analysis of market regulation trends, contribute to the firm’s advocacy strategy, and help shape financial regulation in Japan and across Asia-Pacific. Your technical expertise and nuanced regulatory understanding will be vital in articulating Bloomberg’s perspectives on key issues such as market structure, sustainability, transparency, and digital innovation.The ideal candidate would ideally benefit from experience representing Japanese interests in cross-border regulatory coordination or international financial policy discussions, such as IOSCO, FSB, G7/G20.Familiarity with public-private initiatives in Japan—including the Asset Management Forum, Japan Weeks, Japan Fintech Week, AI Forum, and global financial city initiatives—is highly valued.
We'll trust you to:
- Support our senior External Relations Head in Japan, as well as regional and global colleagues to ensure consistent, coherent policy messaging and engagement strategies.
- Monitor and analyze regulatory and policy developments across financial services in Japan, with a strong emphasis on capital markets and asset management, market structure and electronic trading, transparency, operational resilience, and sustainable finance.
- Facilitate Bloomberg’s direct engagement with the Japanese FSA, Bank of Japan, and relevant ministries and agencies on matters impacting Bloomberg and its clients, in coordination with senior colleagues internally.
- Serve as a trusted interlocutor with policymakers and regulators, advocating for sound, data-driven policy solutions aligned with Bloomberg’s mission.
- Draft policy briefings, regulatory comment letters, and technical consultation responses that reflect Bloomberg’s positions and priorities.
- Represent Bloomberg in regulatory roundtables, and working groups focused on capital markets and digital regulation, including those tied to Japan’s international financial policy engagements.
- Provide high-quality regulatory insight and advice to internal stakeholders—particularly Bloomberg’s Product, Engineering, and Legal teams—to inform strategy, innovation, and client engagement.
- Support the organization of regulatory-focused events, workshops, and stakeholder engagements in Japan and the wider Asia-Pacific region.
- Leverage Bloomberg Terminal and other Bloomberg products to demonstrate how they support financial market participants and regulatory compliance.
You'll need to have:
- Minimum of 7 years’ experience in Japanese financial regulation or capital markets policy, ideally within a regulatory agency, financial institution, industry association, or global firm with a strong local regulatory presence.
- Deep technical expertise in Japan’s capital markets regulatory framework, including securities law, trading platforms, market conduct, and emerging digital finance regulation.
- A strong network and proven experience working with the Japanese FSA, Bank of Japan, or other relevant agencies.
- Proven involvement in international regulatory coordination or multilateral policy bodies is a plus.
- Ability to distill complex regulatory developments into clear, strategic insights for both internal and external stakeholders.
- Outstanding writing and presentation skills, with experience crafting persuasive policy materials for senior-level audiences.
- Native level fluency in Japanese, strong English language capabilities (oral and written)
- Highly organized, collaborative, and adaptable, with the ability to operate effectively in a fast-paced, matrixed, and multinational environment.
- Willingness to travel across Asia-Pacific and internationally as required.
- Familiarity with Bloomberg Terminal and other Bloomberg services is a plus.
