Role Summary:
Carrier Business Services - Payroll Function currently requires an experienced Leader to service our Japan employee population, based out of Japan (Osaki, Tokyo).
Key Job Responsibilities:
• Oversee a team of payroll specialists who process payrolls for Carrier employees located in different prefectures in Japan and in different entities; ensure accurate and timely pay processing, review and approve payments, troubleshoot payroll issues, and resolve concerns and issues
• Oversee time & attendance (T&A) operations, including validation of time data, configuration changes and troubleshoot attendance concerns and issues
• Develop the Japan team, providing both hands-on support when required, coaching and supervising, to help them to operate payroll and T&A tasks effectively
• Develop procedures and supervise the preparation, documentation and disbursement of all payroll payments, taxes, social security administration and employee benefit payments and all payroll-related disbursements to third party
• Project manage any new T&A/Payroll-related system initiatives to ensure a smooth implementation
• Govern and evaluate current processes, and works closely with third party payroll provider to ensure operating efficiency improvements
• Develop various controlling systems and techniques to ensure payroll activities are conducted accurately and compliantly in accordance with relevant regulations, laws and standards
• Ensure the monthly local/expatriate payroll data, is reported to the social security company and tax vendor timely
• Provides technical expertise and advice to senior management on all matters related to the payroll and T&A operations and responds to complex queries from senior management
• Oversees annual government filings and ensures processing of same in a timely and accurate manner
• Work closely and provide payroll data to other key departments within the organization and other business units
• Ensure payroll policies and procedures are aligned with legislation and relevant collective agreement requirements and company policies.
• Provide timely information to compliance with all audit and ethical controls
• Implements and monitors the effectiveness of recommendations made through periodic reviews and audits. Liaise with Finance Department to implement recommendations
Qualifications:
• University degree and/or diploma in Human Resources, Payroll, Business, or a related discipline
• Minimum 5 years of full-time Payroll and T&A experience in a foreign MNC with knowledge of local payroll regulations in Japan (Labor rule/Social Security Rule) would be an advantage
• Fluency in Japanese with strong communication and interpersonal skills (Communicate with the authority/Payroll vendors/Social Security company/all levels of the organization in Japanese) [Fluency in English would be an added advantage.]
• Experience in leading and developing a team in Japan
• Strong organizational and time-management capabilities
• Demonstrated experience managing multiple, competing tasks and priorities
