L1 Site Safety and Health Officer (L1 SSHO)

Maintains and implements the safety program on a medical facility operation task order, ensures that the products and services rendered meet the safety specifications of the customer. Assists with the organization's safety improvement efforts, such as developing and administrating the program, training and coaching employees and facilitating change throughout the organization. Assists the Contract Maintenance Manager (CMM) in establishing plans, policies and procedures for safety improvement efforts to meet or exceed customers' needs and expectations.

Understands and is knowledgeable with NFPA and OSHA codes and standards along with knowledge of the National Electric Code (NEC), Environmental Protection Agency (EPA), The Joint Commission (TJC) and Environment of Care (EOC), American Association for Ambulatory Health Care (AAAHC), Occupational Safety and Health Administration (OSHA), and OSHA Voluntary Protection Program (VPP).

• Perform all duties in accordance with the Operations and Maintenance Performance Work Statement.

• Responsible for all O&M activities supported as part of the task order.
• The SSHO shall also be responsible for the coordination and monitoring of alternate SSHOs (with supervisor’s approval), designated representatives (DR) and competent person (CP) as required by the contractor's approved AHA, especially when work assigned must be accomplished outside of normal duty hours.
• Ensure all site operations and safety program elements comply with the latest version of USACE EM 385-1-1, Safety and Health Requirements Manual and meet the requirements in paragraph 1.7.1.1 and subsequent paragraphs and EM 385-1-1 paragraph 2-3.
• Develop, implement, and maintain the site-specific Accident Prevention Plan (APP), including detailed Activity Hazard Analyses (AHAs) for all required work activities, such as those identified for RPIE Assembly Categories in the PWS.
• Submit a USACE prime contractor monthly record of work-related injuries and exposure hours NLT ten (10) calendar days after the end of the reporting month to the CEHNC OMEE.
• Perform internal safety audits and inspections, identify corrective and preventive actions, and perform follow-up activities.
• Participate and assist in external and 2nd party audits (government).
• Prepare and update safety plans, procedures and processes.
• Prepare hazardous material updates.
• Ensure items being purchased for inventory that require SDS/HAZMAT safety are completed.
• Prepare minutes of meetings as needed.
• Liaison for the safety director and regional operations management with project site and customer agencies.
• Perform safety orientation, training programs, safety audits and inspections.
• Direct regular site safety training for all personnel and conduct weekly safety meetings ensuring all work is completed in accordance with all local state, site, federal safety rules and regulations.
• Implement hazard communication program.
• Document and record control.
• Independently inspect standardized procedures, operations and/or contract requirements for compliance.
• Independent record keeping and preparation of reports, inspection and testing.
• Interpretation of plans, contracts and specifications and observation of activities to check adherence to safety and contract practices and requirements.
• Prepare, coordinate, and submit safety related summary reports to the government and corporate office.
• Collect and input data from various sources into electronic spreadsheets or databases for graphing and trending.
• May collect and maintain certified Experience Modification Rate (EMR) ratings for all subcontractors on the project and shall make them available to the Government at the Government’s request.
• Update internal Safety SharePoint site with safety-related documentation, including but not limited to, monthly reports to government, performance reviews, etc.
• Assist other areas in meeting safety requirements, as required.
• Attend meetings as required or requested by the government and project management.
• Maintain confidentiality of sensitive safety and company proprietary information.
• Promote safety awareness throughout the organization.
• Responsible for monitoring and assessing hazardous and unsafe situations and developing measures to ensure personnel safety.
• Correct unsafe acts or conditions through the regular line of authority, although may exercise emergency authority to prevent or stop unsafe acts when immediate action is required.
• Maintain constant awareness of active and developing hazardous situations.
• Ensure that all project personnel are compliant and wearing all required personal protection equipment (PPE) for the specific work activity being performed.
• Will chair and document weekly safety toolbox meetings with the site management staff and supporting subcontractor personnel and will provide written minutes as described in project-specific contract documents.
• Prepare daily written safety reports that reinforce activities aligned with each project's established standard and address non-conformances proactively to ensure timely resolution and successful project outcomes.
• Conduct preparatory, initial and follow-up meetings to establish an understanding of the standards of care desired for each definable feature of work.
• Verify that checklists are being used and signed off prior to the placement of concrete, steel and other similar items of work.

• The designated SSHO shall be present on-site, at a minimum, during normal duty hours (0730 to 1600) and serve as the primary point of contact for the contractor's safety management program and shall be responsible for all aspects of the management and administration of the program.

Knowledge, Experience and Skill Requirements:

• Minimum five (5) years of cumulative safety experience within the last ten (10) years in managing or implementing a Safety and Occupational Health (SOH) program on projects similar in industry type, size, and complexity as this task order.
• Resume or certificates demonstrating twenty-four (24) hours of documented formal classroom or online Safety and Occupational Health (SOH) related training within the past five years. The initial OSHA 30-hour training does not count towards this 24-hour requirement. Must maintain competency by taking twenty-four (24) hours of formal training every three-year period for the duration of the task order.
• Prefer experience working as a safety manager in a medical operations and maintenance environment.
• Must have working experience with NFPA, OSHA codes and standards, TJC accreditation and EOC.
• General knowledge of safety discipline and project management.
• Competence with Microsoft Office products to include Word and Excel.

Licenses and Certification:

Required:

• OSHA 30-hour training card.
• High school diploma/GED or higher education.
• Valid driver’s license.
• Must be able to pass background check.

 Physical Requirements:

• Employee is regularly required to sit; use hands to handle or feel and communicate effectively. Frequently required to reach with hands and arms and occasionally is required to stand; walk and stoop, kneel, crouch, or crawl. Employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
