Regulation, Compliance & Anti-Financial Crime
Regulation, Compliance and Anti-Financial Crime (AFC) protects the integrity and reputation of Deutsche Bank. It manages the Bank’s risks and help to avert unintentional rule breaches and conflicts of interest. At the same time, we also advise the bank on ethical conduct and governance issues and keep the bank up to date on regulatory and political challenges.

Working closely with the business, Compliance professionals ensure that our risk-based program is both globally effective and locally anchored to our key divisional businesses. As an independent and robust second level control function, the Compliance department seeks to manage compliance risk and deepen the culture of compliance at Deutsche Bank through the development and management of strategies that are sustainable and increases the trust of our clients.

Overview
Communication and Trade Surveillance (CTS) is responsible for identifying potentially unusual transactions and inappropriate business activities by employees. CTS therefore monitor trade data and electronic communication and handle enquiries from regulators.
In response to regulator’s greater expectation to Compliance, CTS is one of the focused areas within Compliance and regarded as the key function to prevent and mitigate conduct risks through monitoring activities.
It is also expected for the position to proactively communicate with various counterpart inside and outside of Compliance. There are a lot of opportunities to co-work with regional colleagues and supervisors.

Your key responsibilities:
- Manage, the Japan team of surveillance analysts reviewing alerts in multiple surveillance systems such as local Japan Surveillance routines, Enterprise Analytics Platform (EAP), Compliance Analytics Global.
- Also, be a player manager, reviewing alerts as well as overseeing other team members’ reviews.
- Face local Japanese regulators during inspections and other ad hoc queries
- Ensure the team’s review of these alerts are conducted professionally, and managed efficiently and closed correctly ensuring SLAs are maintained consistently.
- Communicate regularly with senior compliance surveillance management either in 1 to 1 meetings or various compliance surveillance forums.
- Be a contributing member of the APAC Compliance Surveillance management team oversight forum.
- Producing the monthly MI pack for local Japan compliance management, regional surveillance management and global surveillance management for review and supervision assurance.
- Conduct supervisory quality assurance) of reviewed Trade and communication surveillance alerts and ensure appropriate QA documentation.
- Partner with regional product leads to ensure the applicable scenarios are being manged correctly via alert management and BOW implementation.
- Manage resources correctly across all products that the team is responsible for.
- Ensure early escalation of any critical matters such as escalations or SLA breaches.
- When required, prepared, in consultation with the appropriate management stream, contingencies and backlog strategy management.
- Apply a continuous improvement mindset in managing staff for applied knowledge and process improvement.
- Use the APAC Compliance Surveillance Applied Knowledge Matrix to track staff development.
- Remain aware of any regional regulatory developments which may impact the surveillance processes as well as other enhancements for the effectiveness and efficiency of surveillance.
Your skills and experience:
- Must have tenured experience as a manager of a compliance surveillance team.
- Must have good knowledge of local Japan Trade Surveillance requirements and be able to apply them to Surveillance routines.
- Must have business Japanese language level to face local regulators for surveillance queries and during regulatory inspections
- Evidenced ability of training and building a surveillance team from an inexperienced team to a global standard.
- Degree qualified in Finance or Economics would be beneficial.
- An ability to work calmly under the pressure of deadlines and resources constraints.
- An advanced understanding of risks associated to Market Abuse, Market Manipulation, and Insider trading.
- Knowledge and experience in wholesale financial business
- Ability to work as a team player (for example, willingly share knowledge and experience with colleagues)
- Willingness to be a team leader with broad experience and knowledge in future.
- Ability to work independently and proactively based on proper prioritization.
- Ability to tackle unforeseen and hard tasks calmly with resilience.
- When available and appropriate be willing to be involved in team as well as departmental projects within and outside of Surveillance space
