Department Overview
This organization (IT Procurement Office) is in charge of IT-related product procurement for Rakuten Group, Inc (Headquarter) as well as for Rakuten global subsidiaries (partly). Our mission is to bring profit to the Rakuten Group through IT procurement activities.
Due to the significant transaction amounts and target reduction amounts, as well as the constant adoption of new technologies and services, there are abundant opportunities for self-growth and purchasing experience.
IT Procurement office has 2 groups "IT Purchasing Group," which is responsible for executing operations efficiently, quickly, and accurately, and the "IT Sourcing Group," which is responsible for reducing and optimizing procurement costs.
"IT Procurement Admin Group" is a newly established (expanded) department with the mission of maximizing the performance of IT Procurement Office through process optimization, risk management, and operation support using BPO

Position Details
IT Procurement Office - Job Opportunity
IT Procurement Office is responsible for the smooth execution of IT-related procurement activities including cost optimization, appropriate vendor selection, and efficient ordering processes. To maximize the overall effectiveness of IT Procurement Office, "IT Procurement Admin Group has the scope of works not only the existing "governance and compliance management and reinforcement" but also the new challenge "acceleration of strategic planning". This includes:
- Proposing and planning IT procurement process optimization (within company regulations).
- Developing an environment that strengthens strategic relationships with suppliers.
- Providing data-driven improvement proposals.
Furthermore, strengthening collaboration with domestic and global
group companies, including centralized purchasing where appropriate, is a key mission for the IT Procurement Office, particularly within the Sourcing Group. Future collaboration with fintech, mobile, and overseas entities is anticipated.
Unlike the established processes of the "Purchasing" and "Sourcing" groups, this role requires proactively identifying actions to build a stronger procurement organization. This involves collaborating with executive management and relevant department stakeholders to develop and implement improvements.
To gain a deep understanding of the current state, the role may also require hands-on involvement in "Purchasing" and "Sourcing" activities.

Team Composition
Employees:15 (Sourcing: 8, Purchasing: 6, Admin: 1)
Contract Staff/Outsourcing: 20 (including approximately 15 BPO staff)
The team is primarily composed of mid-career hires with only 2 new graduates.
The age range is mainly in the 30s and 40s.
Team members come from diverse backgrounds (Sales, SE, Purchasing, Legal, etc.), but many previously worked for IT companies.
Mandatory Qualifications:
Required Experience (Either of the following is required)
- Minimum 3 years of experience in IT procurement operations (sourcing or purchasing)
- Minimum 5 years of experience in sales, pre-sales, SE, or analyst roles related to the following IT products:
- Public Cloud (Azure, GCP, etc.)
- SaaS (CRM, CDN, project management tools, etc.)
- IT-related hardware such as servers, storage, and network appliances.
Desired Personality:
- Possesses in-depth knowledge and experience in IT procurement and can approach tasks from a strategic perspective.
- Can utilize data analysis skills to identify issues and propose improvements.
- Has strong communication skills and can smoothly collaborate with related departments and suppliers.
- Is flexible to change and can proactively acquire new knowledge and skills.

- A mindset of enjoying ambiguous situations.
Desired Qualifications:
- Experience in establishing procurement processes and rules (policies).
- Experience working in “Admin” role.
- Experience in supplier management (analyzing procurement status, costs, supplier performance, etc., and creating reports).
